Tuesday, September 18

TORRENTIAL rains and strong winds are expected to slash Shanghai this afternoon as the city is hit by the outer-wings of Typhoon Wipha, the most destructive storm in a decade.

Up to 50 millimeters of rain is expected to fall in some areas in Shanghai today, driven by winds of between 75 and 102 kilometers an hour, the Shanghai Meteorological Bureau warned this morning.

Winds along the Yangtze River mouth and coastal areas are expected to reach up to 133kmh, the bureau added.

It also said that up to 100 millimeters of torrential rain will hit most part of the city tomorrow as the center Wipha, considered the most destructive storm to hit the city in almost ten years, lashes the city.

Wipha is expected to move northwest at about 25 kilometers an hour across the sea north of Taiwan, making landfall on Zhejiang Province in the early hours of tomorrow morning, the bureau said.

The epicenter of the storm may arrive in Shanghai late tomorrow afternoon, but is expected to be weaker as it loses strength during its path.

The bureau released a yellow alert at 6:10am today, which is the second lowest level in the face of a typhoon. Authorities in the coastal provinces of Zhejiang and Fujian also issued typhoon warnings requiring all vessels to return to shore or change course to avoid the storm, according to Xinhua news agency.

Shanghai, Zhejiang, and Fujian, are directly in the course of the storm.

Shanghai is evacuating 200,000 people living in coastal or low-lying rural areas this morning as Wipha was upgraded to a super typhoon this morning.

Wipha is a female name in the Thai language.

The following is a notice released by Shanghai Flood Control Headquarters today.

* Pay attention to weather information and confine your activities mainly indoors.;
* Keep the doors and windows shut and mind the falling objects.
* Cut off the power if your room is flooded.* Bypass the waterpools on roads and be cautious against accidents
